Is there a top rope climbing in here?

I don't believe this is an accessible quarry. I went to see it couple weeks ago. Fencing runs all around it and where maps directs you to go as entry point, you'll be met with big locked gate. I tried contacting the owner and Southdowns National Park but had no response from them.
